Searching for the family of F.E. Short (from 1930)

I bought an old frame with a print in it, meaning to reuse the frame. When I took the print out I found some much more interesting things - a certificate for 'The Bobby Bear Club' made out to F.E Short and dated April 1930, plus a rather lovely family photo of 5 women/girls which was probably taken a decade or two earlier, judging by the clothes.

I'd love to offer this back to the family if they could be found.
