They are constitutionally and practically very much subordinate. The EU commission is solely responsible for initiating legislation and has a nasty habit, as has been pointed out, of bypassing the parliament when they conflict. It's quite right for the commons to bypass the lords when they're heard them out sufficiently. The commons is elected. There's something wrong with politicians who have been rejected by the people as leaders, bypassing that democratic decision and becoming unelected leaders anyway.
