This aim has remained in the EU Treaties ever since, surviving several Treaty amendments and one attempt to replace it with the phrase “federal union”. The EU Court of Justice interprets the EU Treaties and EU law, and is therefore bound to take into account the aim of “ever closer union” in its Opinions and Judgments. Few actually refer to this aim, but the “spirit” of closer union is much more often referred to in Court of Justice rulings. Is that insufficiently clear for you? How very dare they Is that insufficiently clear for you?What's clear is that it's not an exclusive objective. I did not think that point was worth raising with you, you can read a legal document at least as well as the next person Peace amongst EU Member States is another such objective, as are all the other practical manifestations of 'ever closer union' clearly spelled out in Article 2 TEC. Lest we forget (since the pdf does not bother to translate it, but conveniently shortens it with focus on the last 'closer relations between the States belonging to it'): to promote a harmonious development of economic activities within the Community as a whole, a continuous and balanced development, an increased stability, a faster increase in the standard of living (and closer relations between the States belonging to it, to finish).
