In a nutshell the perpetrator bares the brunt of the costs - maybe throw some restorative justice in there too for good measure...

It sounds harsh but thats life...

 

So a police investigation when there otherwise might not have needed one.

 

When are we fining drunks? At the hospital (I never had any money left after a night out for a cab) or are we adding admin and/or court costs to all this as well?

Gastric bands are thought to be cost efficient when compared to the costs of treatment of obese patients Also, how would you confirm that any illness that smoking can cause was caused by smoking? Sometimes non-smokers also get illnesses that are often attributed to smoking.

 

Would you also treat sexually transmitted diseases?

I'd probably go as far as to fat tax 2 seats on a bus - I maybe a little lenient on this point however.

Someone who smokes will be along in a minute to point out that the tax they pay on tobacco will cover the costs of the extra healthcare they may need.

Just like the AA, Police, Taxies etc. You never turn the engine off. If you do you then run the risk it may not start up again. Just like working in an office full of Pcs, They run 24/7 Running the risk turning them of and not starting in the morning is a chance no one will take. Going from hot to cold runs the risk of components failing through temperature change.
