That's an argument for either raising the cost of dog licences, making their processing more efficient, or abolishing them, as happened. It doesn't have any relevance to whether employees should be reimbursed when they pay expenses out of their own pocket. Expense claims don't exist in order to cut costs, but in order to ensure that employees aren't unfairly paying business expenses. Either way, regardless of the cost of processing any expense claim, that cost will end up being on top of the expense rather than one cost offsetting the other. Neither. Just that I'd like to know how much it costs to process each claim and whether there should be a minimum value before they're submitted.
