unbeliever
Not every country follows a dogmatic consumerist policy. Some poorer countries actually have a happier population that the rich countries, so pursuing a consumerist philosophy can be negative. So they don't need roads, hospitals, schools or housing? How else are they supposed to get money for things other than food?

El Cid
No, just strongly discouraging it. Despite reforms and some reduction in tariff rates, the EU still impose substantial tariff rates on many agricultural markets. The aim is to increase prices for domestic European farmers in order to increase their income. The table below suggests that some agricultural products, e.g. beef and diary, have very substantial tariff rates of over 75%. For example, there are 54 dairy products which have tariff rates of more than 75% It seems that this "free trade area" that we are in, increases food prices, so much for free trade being good for poor people. http://www.economicshelp.org/blog/6911/alevel/examples-of-protectionism/

Then we can have actual free trade. The EU is a trading block. There is free trade within it, but not between it and others. It's stupid and destructive. Once outside the EU, we can have free trade with almost everybody and then food will be cheaper. As will many other things.

unbeliever
But not the EU, it would seem. Under the terms of the Lisbon treaty, nations leaving the EU are entitled to a free trade agreement with the EU upon exit.
