Technically they'd have to attempt to achieve that political change through the use of tactics designed to create terror in the civilian population though. So ISIS are doing that. In reallity terrorists are as likely to hit you on the tube as on holiday and the chances are utterly tiny either way but thats not going to make you chill out more on the beach. The way things are going a holiday in a European capital city would probably be more dangerous than a holiday in a resort in Turkey. They have got a name for themselves since they seem to be used almost exclusively against civilians and have very promitive/ no targeting. Contrast that with smart bombs. I get your point about the ultimate aim being death. I dont see the problem in identifying types of weaponry or types of anything . What is the difference between an aircraft dropping a bomb and a barrel bomb. I can understand smart bombs, but most bombs are pretty stupid. They just hit the ground and go bang.
