Not really. Not all nuclear weapons are planet destroyers. There are tactical nuclear weapons as well. Say if we got into a conventional war with Russia. It was a stalemate so they dropped a small nuclear devise on a town, completely destroying it, say Chesterfield. Demanding we surrender or Rotherham goes next. How can you seal off a country like France with eight borders with other countries? They haven't a clue who is in the France at any one time, it's an impossible situation. Pumping extra money into intelligence won't necessary help, look at Lee Rigby it was 2 people who communicated face to face with only a blade, there is no easy answer to preventing this extra money anywhere wont provide a fix.
