No to capability and not to using them on a non nuclear power. There are massive implications for anyone using nuclear weapons, so they arent really an option in anything but the total annhialation scenario. Didnt JFK talk you through the difficulty of making a bomb, you didnt seem to believe him. Takes a bit more than a few scientists a textbook and a lab. Russia got a nuclear bomb because of disaffected Americans passing on secrets. There are rather a lot of dissafected folk around in the muslim world and rather a lot of half built nuclear projects. Haven't Isis captured about half Iraq and half Syria? 100 years ago no one in the UK thought we would all have a mobile phone. We didn't need to make them. We just bought them from someone who could.
