Some people will never be well off irrespective of earnings. Some will be well on 20k. 30k seems sensible for a couple. And if they want kids they can get as many as they can afford, not as many as they like and wait for handouts. Average has nothing to do with well-being. £30k will provide you with good life anywhere outside London. So you will be well off in terms of well-being. Do you require definition of well-being? Are you comparing individual average to household? Average in Sheffield is 22k, per person, not per couple. The 30k and 40k levels have been chosen by the government as the level at which council tenants should be paying market rents becayse they can afford it. Its a political decision. It was originally envisaged the level would be £60k. Because there is no taper, then people are going to reduce their hours to stay below the threshold.
