Eric,kate,I don't think you realise that the only treatment for alcholics and heroin addicts in jail is cold turkey,or a padded cell on the hospital wing,help is very thin on the ground.

 

Whatever they are doing at the moment isn't working.

 

The definition of madness is doing the same thing again and again and expecting different results.

I'm sure you can tell us how many people have been executed wrongly in the past as well, and exactly how effective it is as a deterrent by referring us to one of the crime free utopias that uses it at the moment.
