They will have been checked to an extent but not necessarily as stringent as your council would like.As per usual they are hoodwinking you,they have no control.The drivers live here but are licensed 50 miles away. It's called deregulation, most taxi drivers are moaning about it but it's only due to the knowledge test being easier in other towns. I know Sheffield taxi test passed drivers with previous convictions for assault, theft and fraud who have got badges along with a few class A drug dealers who never got caught and are now on taxis.
