Now back on topic - the Dutch, who lead the council this semester, are not going to back down over the demands of press freedom, protection of free speech, rationalising Turkey's remit of what is a terrorist to conveniently include suppressed minorities (Kurds) before giving Turkey visa free travel, Erdogan says that in that case the deal to take refugees is off. It seems to me that the EU realised that the public backlash over this deal was greater than the benefits of it turn out to be, or they decided to test how it would work for a while before getting down to the meat of their demands.
