I picked up a load a couple of weeks ago, some of it hoover bag contents, not nice ! Everything i put in my black bin, is in rubbish bin bags, i never put any loose rubbish in my black bin, as i said its always bagged up. In the Summer the bins can smell VILE, if food garbage, or babies nappies are just slung in, and the bin is in a disgusting state inside. Still, some people just dont care !
