Instead of thinking about the issues that have put them there it's far easier to paint them as rich con men/women - tax dodgers - aggressive harassers. People call them scum and then go all gooey about their poor dogs. just admit you don't like seeing them on the streets cos you don't want to be confronted by a problem in our society.
