Lots of young people live with their parents, in whose name the utility bills will be. They may not be able to drive and may not have a passport. The idea that they may be refused treatment until they have acquired a driving license or whatever is risible. People with no fixed abode will find themselves excluded. Most people cannot detect a forged passport - ID document checking is actually a skilled job that would need to be carried out by a central office not care givers (if it is to be carried out well). People who do not have the necessary documents will borrow from others. Utility bills don't have photos on them... The policy needs thinking through properly if it is to achieve what it sets out to. They'll either be at the hospital because they've been referred (in which case their ID is already established). Or they are presenting at A&E. There are many more ways of establishing identity than passport or driving license. Name, address and NHS number should be sufficient tbh... Although it does neatly skip around the issues we had with the ID card scheme. Instead it moves to "you want access to medical treatment and such?
