Because its a ludicrous idea. it's not as ludicrous as it sounds use it as part of a scheme to get the homeless back into mainstream society, provide the necessary training for them to do most of the conversion work themselves, at the same time working with them to address any mental health, substance and other issues. at the end of the process they have a home, skills which would make them very employable and had some help to address the problems which put them on the street. clearly, ongoing support will be needed and the tenancies linked to sensible behaviour but it's all easily deliverable.
