This is easy with the ticket machines that ask for your number plate. The time you arrived is logged and the photo will be both time stamped and the geolocation will also be noted. Car arrived at 1pm and paid for a 2 hour ticket, photo of car at 3:30pm in the same carpark and no further ticket purchased. £75 invoice on its way. Presumably such photos are taken with registered equipment and by a known person.
