They have limited resource, do you really want them to concentrate on cars with no MOT? An automated fine in the post could do the job just as well. If a car has no MOT, it may well be illegal in other ways. So they can either try and catch offenders now, or wait untill they are driving around and catch them in a months time. Why don't MPs or even you Cyclone, campaign so that a fine does get sent to the registered keeper, when a ANPR camera pings for no MOT? Of course they would need tighter rules on filling out the V5.
