Philip Morris becoming smoke free. Proof that legalisation and regulat

Other than the Chinese state, Philip Morris is the largest tobacco company in the world. Recently the tobacco giant has said that the companies future will be dedicated to smoke free products.

This decision is undoubtedly based upon years of government regulations and persistent health campaigns rather than a voluntary decision made by the company.

Surely this is a sign that making addictive substances legal and regulating their industry actually works compared to outright prohibition? Granted, the process takes time; decades, generations, even, but it seems to have worked with the tobacco industry so far?
