Yes, I had seen that but it doesn't have the bit of information I'm looking for, at least not explicitly so.

The Wikipedia article mentions an "extension designed by F.E.P. Edwards" that was completed in 1923 - perhaps this is what is shown in the picturesheffield photo. It doesn't appear on old views of the Town Hall such as this 1906 postcard.

I seem to remember reading somewhere that the 1923 extension was designed by the architect to resemble a French château, and with the roof lines and dormer windows there does seem to be a similarity to this one, for example, in the Limousin region.
