Look at almost any roundabout with more than 1 lane on it, it would be impossible to do anything except leave at the first exit if you weren't allowed to go over those lane markings. But everyone is right that those markings are indeed dire. It is plain stupid to change lanes without checking its clear to do so . It doesnt give you the right to run in to some one because they are in the wrong lane does it. He was probably concentrating on the lane he was in and the white car crossed into it and so I don't think he can be held wholly responsible. Everyone quoting Google maps / street view must remember these are not up to date pictures and so the info in these may no longer be correct which is the case here. A quick check i get one picture which shows both lanes turn left a bit further forward and is shows the current layout.
