Not in the EU they're not. The first reference in your link is the UK Food Standard Agency's The Bread and Flour Regulations 1998 which has:

Note that as part of these legislative changes, the use of the flour bleaching agents, e.g. chlorine and chlorine dioxide is no longer allowed. Therefore claims for the use of unbleached flour are meaningless and should be avoided.

I remember back in the 80's helping to put a chlorination plant in Northern Foods, now Pennine Foods, they made sandwiches and other products for some of the big stores, didn't hear anybody squealing like the remoaners are doing back then.

 

Which is why people your generation have a decreased life expectancy compared to people my generation. Which is a good thing, it means my generation can work longer to cover up your errors.

You'll find out how long you will live when you take your last breath, your generation have been ingesting more chemicals than mine, and don't forget you may be the result of an error by your parents.
