Reversing as you put it would mean actually cancelling the already made decision to leave and getting the EU and its members to agree, which will not happen. The UK can if it wants under A49 apply to rejoin in the future providing the EU council and its members agree, and that option is always on the cards. Brexit hasn’t happened yet so we can’t reverse anything. We can revoke A50 at any time. Once we leave we can use A49, and if that is in the transition period when we are to all intents and purposes still part of the EU, then it will be in effect a reversal of the process up to that point. The majority of the elements that would make us a member will still be in place.
