The filers were a very special kind of people who worked on narrow grinding wheels, and filed out the prongs on forks. I am not sure what they would have done with regards to scissors though. The fash inside of the bows would have been minimal, provided that the tool setter had done his job properly, and what little bit there was would be removed by rumbling the scissors prior to the blade being clipped out.
