He admitted the company was using substandard materials to resurface the pavements. Is it within the specs set out by the council though?

neeeeeeeeeek
They are resurfacing a section of burngreave road today, for the third time! They did if for the cycling a couple of years ago, then they did it again not long after even though there was nothing wrong with it. Now they are doing it again for no reason what so ever! They wont 20 years is hardly "a few years" per your last post - and it's probably taken more hammer than some of the roads that haven't been done in 30 years. Have a look at Kent Council's website - maintenance needed 15 to 20 years after a complete renewal. https://www.kent.gov.uk/roads-and-travel/what-we-look-after/roads/road-and-pavement-planned-maintenance/types-of-road-and-pavement-treatments Edited April 17, 2019 by Longcol

Many roads are in a far worse condition than that and still waiting to be done under the contract . Are you trying to say that new roads should be redone after 20 years ?
