Well if you failed English comprehension it would be an astonishing revelation.

In reality ,it merely shows governments should have plans in place for a possible deliberate release of a fatal virus.

I’d be surprised if they and other state actors aren’t to be honest.  And that we aren’t doing the same to them, more or less.
