The paper also shows that Outlook and Yahoo marked Democrat emails as spam more than Republican ones. That fact seems to have escaped your attention.

Of course you can't prove intent, unless you have investigations, by muliiple governmental agencies, and maybe a Congressional kangaroo court!

 

So, they are deemed innocent, until proven guilty in a Court of Law!
