Good way of quickly regenerating an area, the buyers commit to living there for a number of years to prevent BTL and others scooping them up. No these were stood empty. It is a scheme to help the housing crisis. The concil part refurb the property, The new tentant over a priod of time pays the council back what the council has spent then the tenant pays for rest of the refurb.
