It means 'by what method'.

So one cannot really say 'How would Antarctica look if there was no ice?', as the BBC News Website did last week.

Antarctica is a continent. It has ice but no eyes. so it cannot look.

 

I wouldn't of noticed that.

The thing is though, if this is how people read things in media / papers / online, then how are people going to learn the correct way?

 

I can't remember this type of thing at school.

How narrow minded.

 

The usage of 'how' as to the condition or quality of something is also a valid definition in the OED.
