I highly doubt 138 people have sent him poison pen letters. 

Letters on paper made out of trees? Hmm, a bit inconsistent!

If its like the example there its likely to be hand crafted, which wouldnt be cheap.

A casting would be cheaper and serve the same purpose.

 

As an aside, that report shows the total ineptitude of the Council.

 

ADDED thought - maybe the councillors and their advisers, who got this so spectacularly wrong, should stump up to cover the costs. Why should the general public have to pay even one penny?

How about looking to the £2.2 billion PFI contract to pay some of the costs.  As far as I'm concerned, senior management within Amey were complicit in this debacle.
