They did this in the past to a number in Rotherham. Cost cutting exercise as they cost more to run and maintain than they actually make back through fines. I'm not sure whether these ever had them but they certainly didn't put them in when the road was resurfaced. Perhaps it was an oversight in the amey contract, I shouldn't think they'd want the hassle of maintaining them and will probably charge a fortune like any of the other extras in the contract. But they are "safety" cameras, surely you can't put a price on safety! I hope you are not suggesting that these devices are for revenue raising - that is a non-government approved opinion.
