geared Posted February 9, 2018 Share Posted February 9, 2018 I've been in congestion before thats simply caused by the lower limits, up the road you could see where the limit had been removed and people had their foot down and traffic was dissipating. So it can't always work With the limited view you have from a single vehicle it's entirely possible that you couldn't really tell what was the cause of the congestion.
