Make it look like a carefully targeted assassination by a 'state actor' by executing a carefully targeted assassination using 'state assets'. The UK wouldn't exactly make a lot of enemies by doing it. It's the way it's percieved though when you look at the difference in size. The Russian advisor called it something along the lines of a small island who nobody listens to.
