It would have come essentially free to a Russian state-sponsored operation. They wouldn't have spent any money on it, as they own the means of production, and have stockpiles. Nope, wrong again. In a court of law, it is beyond reasonable doubt. Anyway, we are not in a court of law, these are merely international relations.
