If they are involved in crime, I'd expect them to be dealt with just like anyone else, but I don't think there's such a thing as being charged with a 'thieving lifestyle'. It makes you wonder how many more lives the burglar could have ruined if he had survived his injuries. He probably would have tried to make a claim for his injuries.
