He did and the government has also confirmed it after Cameron had gone: In its response to the Public Administration and Constitutional Affairs Committee, published in December 2017, the Government defended its stance regarding the clarity of the EU referendum result and highlighted the role Parliament played when scrutinising legislation setting up a referendum: "The Government has been consistently clear, both before and after the referendum, that it would respect the outcome of the referendum. The Government is also clear that there must be no attempts to remain inside the EU and there will be no second referendum."
