When I said Government I was referring to Parliament.  I had no idea tho who was responsible for the format of the ballot papers. Point of order: the  SNP has a majority in Holyrood and thus forms the Scottish government.  It’s all in the name: Union.  But unlike Brussels, Westminster gets to decide whether there is an Article 50 or not.  Currently, not. Exactly.  That Supreme Court judgement just proved -inasmuch as it needed to be proven- that Scotland is not sovereign, and cannot regain its sovereignty even if a majority of Scots wanted it back.  The Union is therefore, by that definition, not one of equals, but one of vassals to England.  Relative to 6 years ago, the boot is on the other foot.
