it costs $4k/year to finance/run a car, the poor don't drive. But they do  breathe. (and rely on the public transport that ULEZ fees will help fund)

 

my 7yr old (and cheap!) petrol hatchback is ULEZ compliant, it's really not a high bar.

It's expansion was a condition set by the government, as part of Transport for London funding.
