Get a straight vertical line first, using a spirit level and mark it from floor to ceiling.  Ideally, start where the bulkhead is.  That is how you are going to ensure your paper is straight, vertically. Then, mark the line, at the height you want your dado at all around, by measuring up from your skirting.  This should ensure you have the same height all round.  Then attach your dado and fill any gaps with filler, where/if there are places where the dado isn't flush, due to walls being slightly out.  Then work from your vertical line with your papers.  Once you get to the top of the staircase, where your window is, ensure that your dado is level across the walls.  Does that make sense?

OP, you could also use a plumb line to follow LL's advice if you don't own a long spirit level. Plumb line is a bit of string with a weight on the end to pull it taut.
