Are the government refusing to do anything?  Or is it a case that they aren't acting according to the protestors time schedule?

They are doing something, but not the right thing. If people were not rewarded for having children, perhaps some of those protester would never have been born?

I think life as people have come to expect it in the western US is coming to an end.  A few pioneers coming to live in the desert and areas with fragile water resources is fine, but huge cities and the world's 7th largest economy planted there is unrealistic. It's becoming less liveable every year, there are places in California now where they don't flush the toilet more than a few times a week, wildfires, drought. The water table is dropping further and further and yet farmers keep drilling down for water to feed almond trees. Interestingly, Dune author Frank Herbert studied in California and was very interested in ecology and water management - looks like California is on its way to becoming Arrakis now. But Californians and Arizonans have used so much of the world's resources on frivolities and luxuries - **** 'em.

What approach would you recommend?

World wide movement working as one highlighting the effects of global warming and it's effects on economic growth.

Not just America that needs a rethink but every country needs to change.

The global north much more than the global south. The global south (apart from some exceptions such as Australia) are exemplars of frugality and resource mangement compared to the wasteful North Americans, Europeans and Chinese

There's actually very little land in the southern hemisphere compared to the Northern hemisphere.
