So the person in charge of the team responsible for drawing up the policy for the Covid regulations, also didn't understand what constituted a gathering which didn't comply to the said regulations?

looks to me like Kate is not resigning and will force the councillors to make a decision on her future, with all potential legal claims that could flow. Someone at that level should do the honourable thing and resign- but why should we expect honour I guess after she’s shown her colours already?

Without wishing to prempt any decision that SCC may make, surely they should be looking at possibility of 'Misconduct in a Public Office" implications?

 

The offence requires that: a public officer acting as such; wilfully neglects to perform his or her duty and/or wilfully misconducts him or herself; to such a degree as to amount to an abuse of the public's trust in the office holder; without reasonable excuse or justification.

They could ask her to resign but they'll offer a huge payoff under the table to take it

 

If they sack her she can sue the pants off of them
