Legislation stops local authorities raising it by over a certain amount (think its 5%) and they would need a referendum to do so, which hasnt happened. No idea, in any case its a tiny proportion of the overall bill so even if the Police bit went up 10%, that certainly wouldnt translate to an increase much above 5%.
