Your fantasies are rather weird. 

Burngreave rd does not have a parking problem at all, at the single yellow lines there people leave right on regulated times.

I have seen three unarmed police cars on burngreave rd yesterday and zero cars parked there who you are going to shoot at?

The taxi drivers generally know exactly how far they can push their luck.

There are limited numbers of CEO’s and they have many places to visit. The council can’t just have a CEO permanently stationed at these locations to deter the determined drivers. It’s not practical.

It’s very unwise to ignore penalties issued by a council. They can and will take you to court and it ends up with bailiffs enforcing the penalty plus their (very high) costs.
