The wording of what he said was full of 'could and should' and 'maybe.' He seemed to be putting the onus on the Port authorities rather than setting it in law. This is how this government operates: make all the right noises, say all the right things, then quietly do nothing. They promised to introduce a worker's rights Bill three years ago - still nothing. They promised to support the rollout out electric vehicles by requiring new commercial buildings to have charging points, then quietly dropped that.
