The wording of what he said was full of 'could and should' and 'maybe.' He seemed to be putting the onus on the Port authorities rather than setting it in law. This is designed to fool the public into thinking the government actually cares. It doesn't. 

This will just quietly fade away...

Just reading in the article below, the parent company of P&O Ferries is receiving £550m from the shrunken UK aid budget to expand ports in Africa despite its on-the-spot sacking of 800 workers.

Exactly. This is how this government operates: make all the right noises, say all the right things, then quietly do nothing. They promised to introduce a worker's rights Bill three years ago - still nothing. They promised to support the rollout out electric vehicles by requiring new commercial buildings to have charging points, then quietly dropped that. It's all to give the impression of doing the right things to people with short attention spans, AKA the British electorate.

So so true. People need to pay attention. And have good memories.
