UEFA was blamed for the large numbers of fake tickets I think?  Seem to remember reports they were being sold on big resale sites and such.

It's rather telling that the mention of local gangs roaming the area picking off fans is basically swept under the carpet.

 

Apparently if the police had engaged with the local community then it would have stopped the vile gangs randomly mugging and beating fans up.
