From what I understand the siting/instalation was delayed because someone 'realised ' that temporary structure of undisclosed weight was planned to be placed on top of the sewer. If Yorkshire Water was the instigator in causing the plans to be changed then how did they know about the plans because....as we all know....the council didn't have to tell them because it's a temporary structure. Perhaps you should do some research and read up on all this? It’s been all over the media and discussed extensively in this thread. As I understand it, Yorkshire Water spotted the works happening for the bases of the containers and asked the council to put them in a different place as they needed access to the sewer and thought the weight of the containers might cause damage to it.
