They will have good reason why it is in the position. It is. These things aren't done on a whim. Maybe it's mountings have to be in a certain position which are only feasible in that direction. Maybe there is access issues with side roads or utility corridors or man holes which had to be kept clear.  

 

Either way, does it really matter. It's creating a bit of life and footfall to the area. Something a bit of a novelty for people to visit up to Christmas.  I seriously think some people just take delight in putting everything down at all times no matter what the council does.

 

Look at that view on top of Town hall , you can see Vulcan clearly . Look at  the view of the  City Hall  , the Cenotaph . You can see right up to Devonshire green .  Now  ?????

I suspect the financials of a local authority running a city centre are a bit more different and complex to some once a year event in a field.

Funfair people - times are hard, who will make up the lost revenue

Bassett One - SCC say the coffers are empty, do they not, but they are paying for free rides on funfairs, are they not.  Where's my free boiler.....

You can see what's the problem regarding the new site for the big wheel?   The problems causing the delay in opening up the businesses in the shipping containers at the top of Fargate have thrown everything else out of sync. 

 

The containers should have been up & running during the summer / autumn & have been moved on by now to the new location that SCC keep hinting they will eventually go too, & they would have been replaced with the big wheel for the late autumn / Christmas period.
