Moorfoot Building To Be Flats What Peoples Thoughts?

Another thing is that the building was always way too hot in summer and too cold in winter. Maybe that's changed since I left in 2008 though.

Having been in there, I understand what you mean.  It would be difficult to divide up into individual units even if you did away with the windows that faced into the centre of the building to create a solid wall & corridor on that side of the building.
