The 'plan' is still nothing more than a councillor's bright idea as far as I can see, so there is no dependable timescale yet. Just changing the use of part/all the building from offices to residential would require planning permission, before you even get on to the actual physical changes made to the building which would require planning permission as well. No ones going to be moving in to their new flat anytime soon, so I doubt the council workers are going anywhere any time soon either. I think some council workers are moving in to the new office block that's just started construction up at West Bar, so that's at least 1-2 years away from completion.
